Check if the MTU on your system is configured correctly.

my MTU is working fine but it doesn't fix the problem

In case the MTU on your system is higher than one somewhere along the path to the server you have sporadic packet loss.
A packet of size nearing your MTU but being greater than the lowest one on the path will be silently dropped, thus no answer from the server.
Happens especially often with DSL (anything based PPPoE, since the protocol wrapping costs 8 bytes of header) combined with cheap routers and windows, which both mess up the Path MTU Discovery. So in case you have DSL: grab Dr.TCP and set the MTU on your interface to 1492 and test.

where do i put 1492 ?
and tcp receive window ?
