Another issue is the relative ease and inattentiveness necessary to fish and cook compared to how active you must be to hunt, farm, or forage. Why should you get more food consistently and faster than someone who farms for an equal amount of time and who needs more skills and stats to produce their food?
What's wrong with relying on fish? It's up to whoever wants to do so with a frying pan. If you don't like it, you don't have to use it.
Don't start about balance in this game. The steep difficulty makes it already hard to gauge what's balanced and what's not.
