However.. Add in one more element.
The ability to create 'bounties'. If you collect a thief/murderers scent from a village claim, and are a lawspeaker/chieftain of that village, you can create a wanted poster for the criminal. If you have a copy of that wanted poster, you don't leave murder scents. You do, however, leave 'The Scent of Justice', which is a non-summonable scent, but will let you track them down and lay in wait.
The wanted poster can then be put on a post on village territory, and can have parchment loaded into it like one can do during building construction. When making the first wanted poster, the creator gets a 9 slot inventory for it they can load 'rewards' into. (Indicated on the wanted poster). Provided it has parchment loaded into it, anyone who comes by can get a copy from the post. The one to complete the contract can return to the posted wanted poster, collect their reward, which leads to the post and poster disappearing, along with all related wanted posters in peoples inventories.
