Or you give the idol/crossroad an actual presence. The idol or crossroad would have a "claim" in which no other objects can be built in it. Certainly it would only be around 2 tiles wide on each side, still allowing a flowing environment. Also, the claim would allow other crossroads to be built within it, just not objects like signposts, walls, or buildings, this way you can still maintain a crossroad "hub" (a cluster of them).
