Problem is that your applying modern common sense into a game based in tribesmen era. Not every player will want to roleplay with you.
Nor can you force players to do so, because that would be stupid.

Another important point is that the whole world can go full apocalypse without any warning, should The Devs decide to wipe it out and make a huge change, so don't ever get too attached to your accomplishments!

A big part of this game seems to be not just building your own little homestead, but learning and figuring out ways to defend yourself and foil the griefers. Either feudal/mobster style security arrangements, or monkish devotion to training combat skills and becoming a ranger, or even more monkish devotion to living out in the middle of nowhere away from all water and resources (that's how I play it :P)

I got my camp ransacked very early on in the 3rd world, and i was very close to ragequitting, so I can empathize with the whole "it's not fair!" thing, but putting arbitrary controls on who can attack whom is a bad idea, and would fundamentally change the whole game in a bad way.
