I agree that it's completely broken in the current form, perhaps it should be edited at the least so a person can not die in PvP except through the use of the murder skill explicitly. Further development from this is the option of just detaining someone (perhaps Alice is frozen while using this skill on Bob) so thieves don't need to kill as their only option, or expending some kind of resource to detain a person without holding them (a one-time use silk rope that Bob breaks from after a certain time or quality/skill check passes?)
Altering the murder skill beyond preventing accidental use is usually an inflammatory topic, but maybe there should be some kind of penalty associated with using it (LP blockage, LP draining, persons next character gets revenge tokens so the killer is punished without putting the anti-pk at risk as long as they have one of these).
I believe it is EVE where if you kill someone's ship you're entitled to one free revenge kill (but you still lose the ship) which might be a more favorable option to address hardcore pvp vs civilians, Sociolotron requires that you know the person or they hold a government office (equivalent to having been near them or them being a minister of some kind), Tibia lets you kill X number of players before you become a free-for-all target, UO would let you get so many counts before use of towns was unavailable and anyone could kill you with impunity (though this may not neccesarily be doable in haven).
It's possible to have perma-death in a way that is useful when the intent is to cause setbacks, and there should be ways around this situation (such as the detaining idea I mentioned) that are usually preferable in real life and would be in game for various reasons (thieves would most likely rather detain than kill as its easier to hide for example).
