No. Mouflon migrate, that's why I only suggested removing grassland spawns for them (since grasslands are the "flattest" of their spawn terrain).

That is actually an interesting idea too, I like it. The only problem is, most of the time bears are deep in caves is during hibernation when they are inactive... although that would make them particularly dangerous and aggressive. Perhaps bears in caves would always be in rage mode?
But also, it depends on the cave; for example the cave my mine is in has torchposts and a milestone trail through it, I don't see why bears would suddenly decide to move into a cave that is right in the middle of a village, how would you determine what caves are suitable for spawning? I don't see how you could with the current maps.
