The only way I see this working is if you could build mines anywhere regardless of mineral content. Also, mine and basement layers should be merged to make accessing mines from your house possible

Yes you should be able to dig holes anywhere, but they would decay fast if maintenance was not performed leaving the tunels underground intact but the hole covered.
