This is the part I don't understand.

He means instead of having to declaim, and then build another pole with better materials.

I like this idea as well.
It ties into the quality idea that has become a sort of bedrock part of the game now, and it also would add to trading potential as people who want truly vast claims try to obtain the highest quality materials. Obviously I am not talking about the animal parts so much as the wood and stone.
