2 gold bars and 2 silver bars is way to pricey, especially if you are trying to outfit an army

It is a DRAGON armor, you should not be outfitting an army with it!

Maybe, but then how do you decide who in a village gets the privilege of wearing it? Make it chieftain only? Make it LS only? Be a member of the Hird?

Why have a game mechanic for it at all? Who gets to wear it is whoever the maker decides to give it to.

While I believe Magic wasn't implying there should be a mechanic dictating this and was rather implying the social implications of such an expensive piece, you are absolutely correct that there should not be a game mechanic dictating who should get what.

Because Rbow's do too much already to advanced level players? Right.

EDIT: Though I do approve of condoning hoarding.

I was actually implying both, but I do agree with a minimalist approach on game mechanics. The special position items really don't provide much in the way of armor, though they do provide useful bonuses to stats in some cases. I don't think any new items should change that. (Hird helmet the exception)
