And if you have a canal that you can boat down leading into your settlement, what stops random people from going down it?

Why not just build a canal within your city walls then to allow for river homes and highways? No reason it needs to be external.

It wouldn't really work with the current map, the way it's been generated. Rivers are so widespread the effort needed to make an artificial once would be wasted.
If there was a more realistic map, and a water cycle, then yeah, by all means.
