I know this guy that works with procedural generation. He is actually working on a project that involves 200 billion stars (Yes, really, and you can visit them all) and many of them even have planets that you can enter the atmosphere and everything is actual size. With no loading screens. I think I might be able to contact him and maybe he could help you guys out a bit.

I could be wrong, but that sounds like Noctis. I can't really think of any other games like that except that Infinity: The Quest For Earth game.
