The mansion should be something that only organized people consider building.
The straw requirement makes it so, as any organized group has alot of crops growing.
Stones would make it easy for anyone, so would timber as you can get both without any investment.

I agree with this.
I'd actually support making it more expensive by some significant amount. I feel like there should be more "big project" buildings akin to building brick walls. It's not even really neccesary to be established to get the straw. If you start with 16 tiles of wheat (a very small patch) and full nature you can get the straw in what? like 3 days?

You only ever get one unit of straw per plant. You get three SEEDS per plant. It would take 38 days to make a mansion.

I didn't say they should be easy, I said they should be interesting.

yes but if you plant all 3 seeds every time, you get

16 straw from the first harvest
48 from the second
144 from the third
432 from the fourth
640 total straw in 4 days
