So as I understand it. Actions instead of LP gain will boost authority and authority will directly expand your claim over land instead of giving an arbitrary number. Very interesting concept.

One small flaw would be the grind element. It would be difficult to create a massive system where willpower would tie into actions and alot of loopholes in the system would result in focused willpower boosting in these overlooked actions. I think to start of with a better system would need to be in place then direct actions causing willpower. It wouldn't take long to find the min/max action and just grind the new authority system just to get as big influence over your area as possible.

But other then this system replacing the existing rudiment claim mechanic its kinda just built on top of the old one with bit more dynamic mechanics. It's a work in the right direction other then it being a bit overcomplicated with the whole choice of law mechanic. I like it except it might be extremely complex trying to implement it unless Loftar have this in mind when he is rebuilding the engine.

You mentioned something about being able to avoid scents by just a choice of sliding towards a belief. That would be extremely overpowered and bad, the current (Int * Sth) vs (Per * Exp) is honestly tones more balanced and makes much more sense.

I would rather see this type of claim managment be implimented to village claims, and personal claims being removed entirely.
To be able to select plots and give specific characters permission on their plot, but not on their neighbour's.

And murder should always leave a scent.
