Either layer, whichever would be easier to implement. The river could be the rooms space or the the bridge. Now that you mention it making the bridge the indoor space would probably be easier to implement.

I agree with this of course this could possibly lead to a built dock that would possibly hold your boats in a small area instead of all along the shore. But yea bridges would make gettig cows home easier but also make it easier for villages to have bigger claims
