Well, there's a bit of clash in what civilization really means. It should probably mean "high culture" or something in that vein, in which case it is, indeed, unreasonable that HFs spread civilization. However, since our first (and still almost only) use of civilization was for determining creature levels, it seemed reasonable at the time to interpret it rather as "human presence", in which case it kinda makes sense to make HFs spread civilization.

Since we're currently debating what to do about such things as creature levels and hunting, and how to promote (rather then discourage) civilization, we've been reluctant to change things around before having come to some kind of conclusion. I'll probably turn off civilization from hearth fires, though.
