In addition there maybe some kind of "inner village quest system" tp manage big citys like Brodgar.

"The more powerful the people the bigger is their desk." Village authorities have a big desk in the town hall/their house. By clicking on this desk there will pop up several actions for example Jobs.
Jobs and Job board
By selecting "Jobs" he can create a "Quest" : "Town in need: 20 cast bars Reward: gold nugget". These are goods are stored in some kind of treasure chamber and can be accessed by tvillage authorities.
