At first I wasn't in love with this idea, but looking over it all, there's something really great here.
Let's summarize this, then:
-Idols store and consume dreams.
-If an idol runs out of dreams, all that town's auth items no longer work, and stay off until more dreams are provided.
-When a town is out of dreams, auth items decay normally, and may indeed be vulnerable to attack as well.
-One can repair all authority objects by applying the necessary resources to the idol.
If I might add:
-Enemies of the town can "defile" the idol to consume a dream from it.
-The amount of dreams that can be stored in an idol, and the rate of consumption, varies depending on the number of auth items. For instance, a lone idol with a banner or something uses only one or two dreams a day and can store ten or more dreams, giving it three or four days of storage time; a large town with dozens of items may use ten dreams a day, and can store 20 dreams, meaning that they must spend proportionally more time feeding the village. This prevents single players or very small towns from easily encompassing large areas.
-You may attack people violating your idol without rage.
Hows all that sound? We not only get rid of junk towns, but we even get a simple form of combat! A group might run into a town and start defiling, a lengthy process, and must either fight off defenders or finish before being noticed. Only then can they actually start attacking the viliage structure...
Surprise.
