It's on a laptop with English configured keyboards. However there is a Japanese locale here for me to run Japanese games so not sure if that is a factor.

Keyboards are identical in terms of keycodes for shift, control and alt.

But would be nice if this would work (dosn't for me also).

OP has Logitech G15 with RU layout as far as I know :D
But it doesn`t seem to work on a pretty standard ASUS notebook keyboard either.

Doesn't work here too, on standard office desktop keyboard.

Edit: To be even more precise, standard office desktop keyboard with standard 3 button/wheel mouse.
shift-ctrl sorting does work, while shift-ctrl-alt (low to high) does not.

quality sorting does not work on my laptop either. hp pavilion dv6000 series =v

scrollwheel moving does work however.
