Your idea would kill what makes HnH great. Being able to sit down and play and do whatever you feel like doing in game is awesome.

Could you imagine players chasing a frog around long enough to charge up to 30 IP so they could sting enough times to kill it with 1 melee combat?

Skill decay never works. It just punishes people for "not playing enough", while those that do aren't affected at all.

Remove LP, remove skill values for combat abilities and for tasks like farming etc. Keep stats if you absolutely have to.

Abilities are learned by questing(Jorbs awesome quests, not vanilla RPG collect me 10 logs questing) / tutoring / Experimentation

Quality is governed largely by resource quality, and then a small modifier for weird, technologies and stats.

PvP Combat is almost entirely a skill based minigame, preferably turn based. Failing that combat is a fast and furious game of numbers and chance (I don't really care about pvp)

Hunting uses a separate system of minigames, one game per category of beast being hunted.

HnH is made great by its realism. And it will be even better if to learn something you will have to do it.
You want to fight? Then fight, dude, don't grind. Fight with frogs, fight with rats, then fight foxes and boars.
You want to be protected? Then hire a merc that can fight!

Like fighting wont become grinding this way. You dont get the word grinding.

Fighting will be fighting, not loom-farming or clay-digging or plowing to raise another ten points in melee skill.
It will become more challenging. It is not too hard to make rats and frogs not worth of grinding by making tougher animals more skill-valuable.
