Ideally, everything should decay. Its part of the cleaning the clutter system in the game.

Surely you remember the days of the wicker baskets? You know, when the ROB was littered with screens and screens of baskets around it?

I agree with the OP that unused mines should eventually become prospectable again. And yah, everything should decay. But let's have Onion's decay shield first, please.

Would it remember how much was mined out, or would people purposefully allow them to decay and refresh the ore available?

Yes, mine should "remember" the layout of used tiles.

On the other hand, I also believe that mines should be finite and respawn as long as they were completely dug out. But, maybe on a same local map that the parent mine was.

Construction signs really need to decay so long as they are useful for hunting. Literally cannot pass 2 screen lengths without running into a mini building site.
