if you don't have a pump wouldn't a fountain still require some substantially complicated aqueduct like system to ensure it is fed / pressurized?

I have no objection to fountains though, realism be damned, they would look nice

Oh, yes. I drool at the prospect of building aqueducts. I'm not as sure about the prospect of actually implementing various kinds of fluid dynamics, though. But I'll certainly keep thinking about it. :)

You don't have to go all Dwarf Fortress on it, it would be a massive overkill. Just have all connected pipes, fountains and pumps count as one system. If there's X pumps for every Y fountains (arbitrary ratio, 1:3 or something), it works, if there's more fountains it's dry. Quality is the average of the pumps' water q points, and depletion of quality is equally distributed between the q points.
