Screw the 30k LP, it's needing to make a metric asston of banners* to simply have the authority cap to remove larger claims that's a pain in the ass. Removing somebody's shitty default-size claim on a mine hole is one thing, but the gargantuan proto-village claims I've seen on abandoned settlements and high quality points would be a royal pain in the ass to remove without an enormous hemp field or a steel factory backing you up. (Whether that's appropriate for not is likely up for debate).

If the cost of 30k LP makes you blanch, you probably shouldn't be in the declaiming game in the first place.

*or 2/3rds of a metric asston of statues, give or take.

Yes, if you do it often, but why would you keep on declaiming area's with a village?

what is wrong with simply applying the current decay system on claims? Surely it should take a while for a claim to decay, but I don't really see a problem otherwise.

I'm past the point where 30k LP bothers me, however it's simply an issue of how very early game it's impossible, early game it's a hard decision, midgame it's not even a thought you just do it
