I've heard that fast travel won't be here in world 4, so I think an ocean would open many new opportunities, much more localized trading, and the use of better ship voyages.
Think about it this way: instead of crossroads, ship ports can be created.
Say Port A is on one side of the sea, and Port B is on the other. Someone is able to "connect" the two, and auto-sail there.
And for ships?
I think someone like a large ship could be created; one where people could walk around, possibly with a deck, multiple rooms and such. The ships would be set up somewhat like how inside houses are set up, that is, as a separate entity. You wouldn't be able to leave the ship while it's in transit, of course, and you could possibly fish for food and such (or just bring some containers onto the ship).
Then you could have fun traveling on the sea with your friends
Oh, you could also sail normally on oceans, I suppose, the above would be a monster that takes things from point A to point B -- maybe if it's possible to bind the player onto the ship, it could be set up differently, rather than being like inside a building, it could be an object like a sail boat, and the "driving" player could sit by the wheel, and the camera shifts to the front of the boat, where you can control it (if you really wanted to). Or just have other, smaller boats that work like wagons to sail.
this is by far the best way to explain what i've been desiring
boats that you can inhabit and live upon, host feasts upon, or even go renegade as a pirate upon. this would counteract how supposedly useless an ocean would be, because you could simply just have a huge camp on the ocean made of boats, or something like that.
