Can carts cross shallow water?
If so, then making it possible to terraform deep water -> shallow water by throwing large amounts of rock into the river seems like a good solution.
We could ford rivers.

Shallow water tiles that were originally deep water would revert eventually, requiring maintenance just like plowed fields.

The devs say making bridges is hard, but they want to do it.
Fording could be a good first step.
