that would be too much of a break from the semblance of reality in-game. an arrow-head is very unlikely to break - you would actually have to hit a major bone of the animal close to the 90° angle to make the arrow-head splinter. the arrow shaft, on the other hand, breaks easily - it's just a twig. that way, for every shot that hit you get your arrow-heads back during butchering with a very high chance (90%+), maybe slighlty reducing their quality. arrows from missed shots should be lost much more often, maybe setting the recovery chance dependent from exploration and perception.
offtopic: we could also craft feathered arrows - not that feathers have much use otherwise. those should sacrifice a small fraction of damage for a bonus to aiming speed and slightly higher maximum chance to hit, as feathered arrows fly a little bit straighter. /offtopic
