My version of this idea would, instead of having items randomly appear out in the world for everyone to rush toward, would instead have a parchment with the recipe for a rare item appear in their inventory at random after consuming curios (so, most often, when they first log on in the morning.) This would be like an 'invention', something that struck the character by inspiration, so that they just had to write it down.
This would allow them to create the item, though they might need to spill the secret in order to get all the materials they need. In any case, word could be expected to eventually get out, especially if the item was useful (or wearable!) If the 'inventor' disposes of the plans, then they're safe... but if some of the items have already been put into production, this could make the fight over them even more heated. On the flip-side, they can always copy and distribute it as much as possible to keep the idea alive from those who might want to destroy it. Information wants to be free, or something!
I think this is a lot more in-keeping with the current game design, though it doesn't at all prevent conflict from occurring--some factions might stage raids on other large towns just in case they might be hiding some secrets, even if there is no evidence of it. The concern there might be an upsurge in spy/infiltration alts, but... how to deal with that is frankly none of my business. I just love this idea, even more than the idea of global announcements of loot appearing in the wilderness without provocation makes me roll my eyes.
