Because without a cap on cows and no way to achieve quality on milk or appraise the quality of a curding tub, there is no market for milk. That said, I would remind people that there was a very short lived high demand for butter way back in the beginning of the map before we (Read: High end players with mines) developed Q40+ butter making.
There will soon be a high demand for HQ butter and possibly HQ milk but supply/demand will probably make it so people would rather use their milk than trade it.
