Yeah, replace Cathedral with Temple, Pantheon, Sacrifical Altar, Stone Henge circle ala Brodgar or whatever suits the setting best. I have a default Medieval mindset and just used that.

NPCs were something that loftar and I had originally planned for, and talked quite a lot about. The bandits on the last map were an example. But we have, over time, come to this conclusion. We will not add NPCs to H&H.
I agree with the hate against quest-giving NPCs but I thought player owned guards would've been nice. They don't leave the village claim and they just stand there or could be set on patrol. Then upgraded etc... Player controlled NPCs that essentially only exist because players put them there. All they do is attack anyone who commits a crime within their view range.
The bartender was about having someone inside the Inn to buy beer from as opposed to having a smaller version of the vending stand inside the bar. Really just to give it some life. As in, you right-click the bartender to get the trading interface as opposed to right-clicking a bar or some other inanimate object. They don't send you on quests. And if they said anything at all, it might be a simple area chat float that could be set by the person who made it.
I figured it was either that or you end up with a game of tower defense; Archery Towers firing arrows at people who invade a claim.
