Just make walls "deletable" on your claim.

People can just claim your unclaimed walls and destroy them just as easily....

Can't make a fully enclosing wall, because claims have to be at least 5 tiles apart. So, your wall would have holes in the corners.

Remember, you won't have any unclaimed walls, since they can only be built on a claim.

Of course, there is some question of what would happen to a wall that is abandoned or unclaimed. I suggest that they just decay quite quickly.
Surprise.

He was responding to my idea being used in place of yours.

Yea, just make sure you have your walls claimed. If anything this will make managing your claim easier seeing as you need damn near superman strength to break walls down. If you want to modify or make an enclosed section bigger then you could just delete a wall segment (only if its on your claim, of course) and expand from there. Also, if you come across an abondoned settlement and wanted to use its land this would make settling there a bit easier than either waiting for the walls to degrade or take the time to knock them down.

to be fair this would be more reasonable if authority objects provided greater coverage. banners are tiny

Possible solution: Allow any wall not on a claim/village to be disassembled by anyone without regard to strength. Walls on a claim/village can be disassembled by anyone with Vandalism access. This means you can't use a wall to protect areas beyond your claim/village nor can anyone effectively use them offensively around someone else's claim.
