normally materials q should matter, but i just cant imagine how better leather for the binding would make the content of the book any better.
oh and maybe the book should only be usable if the writer has more skill then the reader.

Writing a book actually takes a large, big and incredible amount of time and effort. Not to mention writer's own mastery in subject and talent to express thoughts.
Trascribing a book is less complicated but still takes comparable amount of time. Readability of copy can increase, but contents' quality often dropes.
Mostly because of this book was one of the most expensive items during Middle Ages.
So in the game books should be extremely difficult to create and copy.
In my opinion, "reading proper books" does not teach you anything, but rather removes barriers for further learning. In game this can be achieved by making expensive barriers at certain skill values, for example, every 50-100 skill points. Or/and books can provide temporary "inspirational" skill buff.
