The simple truth of the matter is that worthwhile ideas are entirely subjective. We are human beings, not a hivemind, our conscious wills and desires are not linked into one powerful being such as a Zerg overlord or the Borg queen or the Tyranid hivemind or any other countless tropes that refer to the lack of free will, as in all ideas come from one being and motivate the rest of the species to enact that being's will or what have you. Some people are naturally not as creative, or intelligent, or happy, or a myriad of other human qualities as others, so how would you even begin to define "worthwhile ideas"? As simple as having somebody like me around you have already created a condition in which no one idea is more potent or stronger than any other idea, save for the idea that all ideas are dumb or are at least made dumb when they are submitted to public domain due to man's nature to pervert and distort other's words and feelings for their own ends.
Policing and controlling a forum specifically made for "worthwhile ideas" is entirely bullshit and I can think of no simpler way of stating this. Firstly of course there is what I mentioned earlier in that everybody thinks their ideas are worthwhile, unless they have self-esteem issues I suppose, secondly how do you judge the value of an idea? Probably by the impact it has on society (or in this case the game community), well whose to say something stupid like pissing into wells wouldn't have as great an impact as something seemingly more valuable like changing or limiting strength values or some such so that people cant punch through palisades. What if everybody in the game decided that pissing into wells was the funnest pursuit of the game and this game just devolved into a well-pissing mmo? This is of course hyperbole, I am exaggerating to prove my point, the point being that there is no way to force everybody to agree what is a more worthwhile idea unless Jorb walked around in-game with a sword and a book forcing people to choose to believe in his ideas or death. MUCh like the conquistadors.
The point of this post is to disassemble and deconstruct the very notion of such a claim, forum for worthwhile ideas is not something I can stand behind because it is inherently a dumb idea, and debating it any further only fuels the idiocy. I have tried to cover a wide range of possibilities, and subsequently shoot them down, hopefully you can glean something meaningful from this post.
