this is from last year, but just a reminder for new readers - DatOneGuy is misusing this term

"No NPCs" refers to the fact that all units should be instantly recognizable as players or mobs in a permadeath pvp game

it does not and should not have anything to do with preventing the introduction of automated mechanics that might improve gameplay (ex. trading with vendor/barter stands)

I like the overall direction but the proposal sounds a bit cumbersome, if it was perhaps stripped down to the basics of 'letting other people recognize the criminal', if that's the goal then the game existing memorize and describe system should be built upon. A wanted poster would just be an object that you interact with in order to receive a description of a character (just as if someone described them too you).

How about if a person with 'Drawing' skill could use ink and parchment to make a sketch using the 'describe to' interface but clicking the parchment rather then a person. Anyone interacting with the sketch can then get the description themselves by simply selecting 'memorize', the targeted person would appear in their kin list under a name entered onto the Sketch by the creator at the time its made.

Now if a Ranger has a sketch and a scent he can combine the two and create a wanted poster which is basically works the same but has a flag identifying the crime and perhaps an additional text value like a reward or who to report the criminal too. Depending on if we want to allow false incrimination the combining of scent and sketch could just work like any other crafting or it could be made to always fail if the scent and sketch do not match the same actual character, or it could be both a difficult craft check with a chance of failure AND fail on mismatch such that Rangers can't know which reason was the cause of the failure and they will have to balance the limited supply of scents.

1) How is the scent supply limited?
2) How will you memorize the criminal in the first place? If you need this, you obviously can't get to him before the scents expire.
