Well, in EVE Online, players who tend to run 'outside the law' will build up bounties and then scam the system by having a buddy kill and then splitting the bounty. The one big difference between EVE and here, though, is you only lose a ship. Here you lose a significant number of skills and attributes. Outside of pulling a Van Gogh, I don't see any way of 'fabricating' an ear, head, etc. (It could potentially be added into the game, though.)

You can put bounties on random people.

since these "quests" are set by players and give no LP bonus for completing them i don't see how they are out of theme. since all things in this game beyond the natural world are made by the players, why shouldn't there be quests made by the players? it's not like people don't put up bounties on the forum anyway. these are unique quests, not some npc telling you to go kill 7 of the infinite number of rats that are in his basement. if you fail to see how this is vastly different from 'normal' mmorpgs then there is no hope for you.
Yes its not some pointless NPC quest but I can see ware they are coming from. Putting too much automation of the system leaves a bad taste in my mouth, the potential 'horizon' of possibilities is reduced and meaningful player interactions with it. Think of all that can happen now when everything is done face-2-face, the Ranger might negotiate an advance and then make off with it, or simply lie about having killed the criminal and the bounty offer has their own chances at dirty dealing. Theirs a lot of potential underhandedness now that adds some thrill to it all and makes the successes that do happen all that more rewarding, have you ever seen a Fist full of Dollars, that's the kind of thing that can and should happen in a free form system, under automated systems theirs no need for player trust and relationships anymore cause the rules of the automation is set in stone.
So while we do need some automation to smooth out the fact players are online for unpredictable and conflicting periods of time their is a point ware it can be too much. I'd rather start small with something like identifiable 'ears' taken from bodies Diablo style which can serve as proof of death if we wanted to make the system less wild-west.
tl; dr most of it...
Face it, your scared of losing an advantage of the game with this system in place.
With better communication via boards, means better and more active villages since they will have a goal and jobs.
And it's not too much, because the idea hasn't even been implemented yet, your just being paranoid.
The liars and con artists means players will have to trust each other more and test each other before giving out rewards and assignments.
The idea can innovate other smaller ideas:
- A naming system for you to name your crafted weapons and armors so thievery and items work
- Like you said, human parts could be used as verification of the bounty killed
