Runestones are meaningless. Anyone can write whatever they like on any runestone and leave it anywhere.
Rammed/Bashed palis and skeles are generally an indication you don't want to be in an area, much less loot and leave scents.

We'd get threats of raids and tribute constantly. If we didn't pay a certain amount of metal to whatever village or the like. My villagers would panic too over every single damn one of those things. One thing those runestones all had in common though? They were always left outside of claims and I make sure the personal claim overlapping the village claim goes well beyond the walls. If you had the capacity to raid us you'd have no problem leaving a goddamn trespassing scent.

Then there were always stupid runestones detailing fake histories and veiled threats, such as ownership of an unclaimed island and that usage of it would result in be killed. If you want to own it put a claim on it. Even then you better be ready to defend that thing.
