Why would you rather build it out of wood blocks and leather when the general consensus is just chop a tree and carve that sucker?

Also +1 to this. It gets annoying to go on journeys without a boat and not having a way to get past a river.

You'd have a problem if the entire land has been clear cut, thus you may have no logs at all.

I suggest 2 variants:
Canoe - Carved from a log
Makeshift Raft - Crafted from 2 boards and 4 wooden blocks, and 2 rope, it holds only 1 passenger since it's small.

Make the Rowboat 15% slower, and have the Canoe use the rowboat's original speed.
The makeshift raft should go about the same speed or slower than a raft.

Boats do not need to go slower, period.

An idea would be to have the speed at which a boat can travel be related to the strength of the person powering it versus the mass of the boat and the objects contained therein. A rowboat with only the rower in it should be able to travel faster than a heavily-laden boat with an additional passenger, and a kayak should be able to travel even faster than that.
