Having coins that do not have a quality level attached to them might make things simpler.

If a player from a area where they use only low Q coints (lets say 10..15) travels to a other area where they generally only use 30..40q coins ... He has a problem.
Or ... Your city/village just got the opportunity to open up a Coins Exchange serves. (provided there is some use for lower quality metals.)
This in turn would probably in the long run also intice village's to use/create higher quality coins. (possible coins quality status competition between village's/city'/groups.)
