It might be because I was sparring.

Melee/UA needs a new buff so marksmanship isn't so good. Nerfing Marksmanship isn't the answer.

Maybe it's based on UA levels and using it on someone with a lot more UA than you takes more shp away?

I think just implementing Marksmanship into the current combat system (with moves, the attack and defense meters, intensity, advantage, etc.) will be enough to rebalance it. I think Melee needs a minor buff in hunting though.

Adding moves for Marksmanship is a bit excessive, to be honest.

I wouldn't say so. Moves both against it and for it. I find that in closer range I treat Marksmanship more like UA, it would need some testing by people who have more experience with combat system though.
