hiding the res file won't do anything, its insanely easy to just catch the server message and render whatever you want anyways.

I only use the word "reskin" so people who previously built palisades for a specific level of protection don't all the sudden get left open to invasion. They could log on the next day to new pretty stone walls.

Re-skin is probably an overly technical word, you seem to just care about the concept of existing palisades becoming stone walls which doesn't really depend on any specific technical implementation

Possibly even hide the .res image so that they cant be extracted and modified.

As Pacho said, even if the dev's wanted to do something like that (they seem quite ok with us modding, I've specifically asked them both before I released anything) if we wanted to change things we'd be able to change things, if it gets to your screen, we can intercept it.
