Digging clay pits

I just had a flash- maybe allowing players to make thier own clay pits anywhere would be a little too much- but how about if they can only be built on "water spots" like wells? Or perhaps, these squares, but only if there's dirt already over them, making it easier to place them in the silty areas already existing.
