Could you go into detail as to what you mean? What kind of bonuses would it have? +charisma, - intelligence?

Actually, jesters were usually considered smart and artistic, sometimes crazy, sometimes not. They were entertaining nobles, but were also allowed to mock and critizise them.
+PSY and +CHA/+INT would be more like it.

Villiage idots on the other hand were indeed retards, it was probably caused by inbreeding in smaller villages. They were socially accepted. They didn't wear any special clothing, tho.

as usual, i am far ahead, sodom already got his jester - he does it voluntarily tho, without bonuses.

I would be amused if jewelers had to wear jester costumes to maximize their quality output. :D
