Non Decay fences

I was reading the Mirgorod post about their highway and how they were strugglying with fences that would serve a purpose and not decay, something that looks good for a border.

Hedge fences. These bushes could be decorated with flowers or tapestry, banners, flags, etc. to create a nice looking border for highways.

They would provide no true barrier, but instead, force people to a crawl who pass through. They wouldnt be a defensive structure and in the grand scheme of things, be relatively easy to destroy for any vandal.

Walking through them runs a small chance of creating a temporary debuff that affects perception called "ow! my eye"

I guess someone would come around and harvest them for LP. You don't get any LP for destroying things though, so the chance of someone removing the hedge would be way smaller.

I like this. Add a gardening skill after farming that allows to grow various shapes of hedges, most of them purely decorative.

As for the effects wading through a hedge has, I suggest some really minor damage to clothes worn, and thorns lodging in empty equipment slots - think leeches crossed with thorns you get from walking barefoot - that'll surely discourage people from walking through them.
Also, you should make a noise when walking through a hedge. Possibly the chance of making it would depend on stealth, making this skill at least marginally useful.
