I think he meant the 4 slot carts and not the 20 slot wagons.

You should be able to hitch cattle to carts to make them run no matter what, and to wood plows to make them function with no stam loss and ideally running.

fyi you can leash as many cattle as you can hold ropes in your inventory

equip the rope, leash the animal, move the rope to your inventory, and repeat
