Griefers are a pain, and we've been through a number of different generations of mechanisms for dealing with griefers and ordinary thieves. People had been using the "black" skills, which include rage and murder, from cheap discardable alts, without putting their main characters at risk. That made claims useless, which led to the current high LP cost of all black skills.
At the moment the best thing to do about your griefer is to put all your LP into claims; if it's a newb like you, it can't afford vandalism or theft, so the harassment will stop... until it accumulates the LP. By that time, your group needs to have built at least a palisade... and got the whole palisade claimed, so there will be vandalism clues if someone tries to hack through. With a vandalism clue, someone with rage, or better yet rage and murder, can kill the culprit - who by then will have put enough LP into his character that this might dissuade him. If his behaviour is bad enough - or you can afford to offer a reward - higher level players are likely to be willing to follow up on the clues for you.
The other answers are (a) move far away, and hope he's too lazy to come find you again (b) join an existing village as individuals.
Note by the way that if the price of black skills were lowered, you wouldn't be able to win the LP race - you'd need more LP for claims and village building skills than he'd need for the black skills - and you'd be in the same place, only possibly worse. (He can come kill you instead of chopping your trees down, for example... or more importantly, violate your claim to steal/destroy everything, not just what's outside.)
