Battle Axes, for instance, are more brute strength and less finesse, so using just Strength as it's combat modifier is good, but have the amount of time it takes before you get another swing increased.
Swords, on the other hand, are more a weapon of finesse. Have Strength and Dexterity modify your ability to strike with those, with an emphasis on strength for damage, Dexterity to actually connect (And a minor increase in damage due to hitting the 'right spot').
Daggers could be the weapon of choice for tailors and such, with Dexterity playing a role in how likely you are to hit, and the damage done on impact.
Ultimately, combat needs to have a lot more involved than just "Grrr I strong I hit you hard."
