Restrict thread creation

Add a restriction preventing new players from starting threads until some amount of time has passed. A day, a week, a month, whatever.
and/or
Add a cooldown to starting threads, so you cannot post several at one time. Lasts half hour, an hour, or whatever

This might actually be a great idea, for everywhere except How Do I? and maybe Dwarves and Thieves. Neophytic threads about drama, trades and uninformed suggestions are typically irrelevant and/or embarrassing.

The cooldown is for everyone, new players are not the only ones spamming threads.
