Fixed Liftable Objects / Cement

There should be a way to fix liftable objects in place so that they could be made publicly accessible without the worry someone will carry them away on a whim. Cement would be a way of doing this. Cement could be placed on the ground through the landscaping options (requiring the appropriate materials in inventory), leaving a tile of wet cement on the ground. After some time, the tile would become dry cement. Any objects on the tile at the time would become fixed in place. It should also be possible to destroy the cement (to make the object moveable again), but this should be non-trivial. The fixed object could still be destroyed, so impromptu walls made this way wouldn't be very practical.

It's important that something like this be implemented before the map reset so that one of the disincentives of providing public facilities is removed. This should help make the urban environment around first-spawn points more meaningful, and make things easier for newbies who don't have a village to join. It'd also make runestones more useful. It would also potentially give villages a thing to "politik" over (provided villages can't make their own first-spawn points).

Fixed objects could be useful but cement sounds like an odd way of doing it.

Alternative: Improve the Stoneworking skill by adding the ability to build a short plinth using chipped stone. Rightclicking a plinth while carrying an object would fix it on top, similar to loading a cart. Rightclicking the plinth would act like a medium, using whatever is on top. To move the object again you'd destroy the plinth.

On the one hand, plinths make more sense for indoor fixtures. On the other, the image of a loom atop a tiny pedestal is a bit ridiculous. In any case, I don't particularly care about how the concept is implemented, so long as it's implemented before the reset; the second tragedy of Brodgar needs greater fidelity.
