2. To make Swimming actually useful, have players start with the toggle and make the skill increase swim speed to Walk.
3. Ease up on the stamina drain so new players actually have time to react. (Read: panic) Have it gradually increase or something. A larger, more obvious UI element would help. (Read: breath meter)
So instead of the ironic scenario of only being able to drown after learning how to swim, learning the skill has a clear benefit.
