Will make one representing shield changes if needed.
B12 does NOT gain bonus when using said maneuvers... It'll make it OP...
B12 is a entirely different thing, I'm mainly focusing on the aspect of dual axes or swords.

EDIT: Because swords are a higher tech than axes, the maneuver unlocks at their respective skills.
Militia training for axefighter and Swordsmanship for duelist.

The idea is:
Axefighting is having to build up strength, then unleash it for massive damage, or simply to bust through defenses.
Duelist is to passively gain momentum over an opponent, with the high attack speeds.

Duel wielding sounds pretty interesting but then they might have to buff sheilds or something so its no unbalanced towards offensive fighting.

Yeah, most actions would have to be tweak to fit dual wield in...
For shields, maybe quality of the shield increases the DEFENSIVE melee weight when using shield maneuver.
25% bonuses * quality multiplier works.

So q10 = 1x
Q40 = 2x

Making shields having HP and breakable would work.
The shield always absorb full damage so it breaks fast by rapid heavy attacks.

So a lv 10/20/50 melee with shield maneuver is 1.25x + (bonus)...

The issue is how much bonus is too much (q200 shields?) That breaks combat.

5~15% bonus can be a starting variable... Maybe higher tier (metal) shields has higher bonus and HP?
I might create and put up a more visual table or graphic to explain the weight effects.
