Make a new server that takes out all of the criminal PvP skills. Essentially make a PvE server. I'd enjoy this a lot, and I'm sure many others would as well.

This. You get bored when nothing can kill you and there's no reason to grind stats.
UNLESS
Private servers = ability to do epic stuff with friends, or organize wars.
